Reading them is more likely to confuse you than help... or maybe just waste your time. They are mostly brainstorming, not what's been decided, so they're mostly not worth reading unless you want to brainstorm about whatever they're discussing. The high level stuff that's been decided is mostly in the official Requirements documents, particularly the V.3 Requirements. Other things aren't in, or aren't entirely in, a design document, including the Effects system details and most of the game content such as the techs stuff, which was hashed out on the forums then written up, as was the graphics and screen layout / UI design and sound / music. Other things like starlanes generation were also worked out on the forums because the design doc didn't, and probably couldn't / shouldn't, go into sufficient detail about them to be useful. So... I'm not sure what else to suggest you read... it'd probably be more helpful for you to get familiar with the codebase.
