New Species Trait : Tough Cookies

We have Species with good or bad Stability, which either helps or hinders integration of a Species into the Empire.
But, especially as long as we don't have distance-dependant Stability effects, it says nothing about how many planets of that Species are manageable in the Empire.

So, we could have Soft Cookies (Influence cost upkeep of planet halved) and Tough Cookies (influence upkeep cost of planet doubled), or a gradient between softer to tougher cookies (feel free to come with a better name !), or even for very good Native Species, something like a specific upkeep cost that depends on the number of Colonies of this Species in the Galaxy (might even be zero if they're the only one, 1 if there is another, n-1 is there is n total Colonies of that Species.
This total number can be calculated Empire-wide, or Galaxy-wide.
It's also possible to have another Trait like "Psy Hegemony" that takes ALL Colonies of ALL Species sharing this trait count for the Influence upkeep cost...

The problem with Galaxy-wide checks is of course that it makes disrupting the Influence stockpile of an opponent a bit too easy, so maybe it's better to stick with Empire-wide checks as long as nobody comes with a good idea on how to make this strategy of disrupting the Influence stockpile of enemies (by settling many Tough Cookies colonies at once) less of a no-brainer ?
