Take for example MD and standard plate: 6 damage (18 if it lasts to the third bout), 20 PPs, or 6 structure, 4 PPs (or 12 PPs to get 18 structure). So the relation is between 1:5 and 3:5 depending on survivality of the ships.
I suspect these numbers have some very deep thinking behind, but I can't see the reason.
I once tried checking the effect on combat if costs were more "balanced" (doubled armor cost) and I didn't get any insight (neither way seemed better or broken).
Does anyone know about this?

Yeah, me, as I was the one who did the big weapon/armor/shield revision 7 years ago, and came up with all the numbers (RP and PP costs, and stats). Those numbers have been adjusted/tweaked in the meantime, but are still based on that big revision in 2013.
