Suggestion: Lighthouse -stealth effective at radius

Currently, lighthouses only decrease stealth of ships that stay for 1 turn in their systems. So it's easy to pass lighthouse and park your spy scout safely in nearest deep space. My suggestion: make lighthouses affect 50 radius around themselves and detect scanner shadows of passing ships if they get their stealth decreased to detectable values.

If only the first is implemented, micromanagement can be expected to pass lighthouse area in 1 turn. Implementation of second part alone is nice too, allowing to set up "border checkpoints".
