r6538 scope streamlining doesn't work
Putting all the qualifiers into activation and making scope just be Source breaks a lot of the protection techs that are implemented via the species Effects, because outposts then are not given the benefit of the tech. It looks to me like r6538 should just be entirely backed out, so I just went ahead and did that (r6545).
