I produced an Outpost base (which is a ship!) but in my system both planets have been colonized.
So is there of any use to me or must i dismantled it?

Dismantle.
Base here means it can't travel to other systems, just for interplanetary within-system.
And ship here means interestellar-travel cappable spaceship.

Building bases when you meant ships or troop drops when you meant ships is one of those things that happens. Scrap and learn.

At one point there was a bug that the AIs (amazingly) found and were exploiting. They'd put a colony pod, fuel tank, and Improved Engine Couplings in a base and get a fast colony ship.
