2 frigates vs 80 shield 60 damage planet

Why is the last shot 16 damage and why did the planet not fire back on that bout?

Count as well the infrastructure.
36*4 + 16 = 160 = 80 shields + 60 defense + 20 infrastructure, maybe.
At the end of round 2 planet has 0 defense and 16 infrastructure, so not incapacitated yet but can't shoot.
