So I can't actually see Gorta II but you'll notice in the situation report it still gets attacked because I can see Gorta I. Presumably this is keeping its troop number down (I can't tell because it's stealthed). Seems an odd situation, maybe it should work more like ships where it only joins in if it has actual guns.

When combat occurs in the system, the stealthed planet will get involved. So the combat with Gorta I initiates it. I've had cases where there were enemy forces over a stealthed high-strength native system. I would send in a scout to kick off combat and maybe get some of their forces destroyed.
