Can it be changed so that each item that has this configured shows where the destination is, no matter which planet is currently selected?

Notice it overlays the ship design name, so it might be annoying for small resolutions if it can't be disabled.
Maybe a toggle somewhere to hide/show it.

Another UI issue: if all the items show the production place, it is harder to find out what is produced at the current location.

The OP asks for showing the rally point, not the production place.
For production place, it's easy to find it by double-click on the item. For rally point destination you need to find out by trial and error or good memory.

Yes, I know what the OP asked about. But the current UI works like this: for the chosen planet provide extra information (i.e. what is produced here and what gets rallied here) - which is sensible but only part of the story (namely the incoming part).
If every build item has extra information the extra-info for the chosen planet gets watered down because every item shows its rallied-to info.
Mode-switches also have an UI cost. So this needs some good design/ I think it is not going to be easy to do a good design here.
Composite batch would help this also by reducing the number of different items.
Btw for a single item use right-click - you do not have to use trial and error.
