That's really more applicable to code changes, and is not a strict rule when it doesn't make sense. For translation, a big pull request is fine.
Do I need someone's permission to make a PR? Should I split up my work so far, make a new branch and put out a series of pull requests? Or is it fine if I just put out the whole thing at once?
Just one is fine. You don't need permission to make a pull request.

If proposed changes aren't huge, commenting on the pull request would be an easy to make suggestions.

Depends on what exactly you mean. If you want to know how to do a translation in general, well, that should be obvious - so I guess that's not what you actually want to know.

If you want to know how/where to provide that translation to the public, good question. We actually do not maintain translations of the Quick Play Guide (or any other of the pages of the FreeOrion wiki), as we simply do not have the resources to keep a multilinugual version of the wiki up to date. Heck, we're struggling (and failing) to keep the English wiki up to date - the Quick Play Guide is actually a perfect example for that. IIRC that thing has been updated a few versions ago for the last time, and even that update had been only partial.

Before someone makes a translation of that, it would probably be better to make a current Quick Play Guide first.

If you just want to provide a Quick Play Guide in German (and not update the English one first and then make a translation) you're probably better off making a German one based on the latest release (0.4.9) from scratch.

Good idea, but I think, this must be done by native english speakers.

For the first steps, the existing Quick Play Guide works. I've translated already other wiki pages, e.g. Minetest. If someone can grant me write access to our wiki, I will translate it.

Erm, have you checked the last modification date at the bottom of that page...? It's from 2012, almost 8 years ago...
