Bioterror Facility

Just as a part of messing around, I thought I would check out how the bioterror facility works. However, after trying to get it to work, I have to ask two questions:
1. In the description of the building, it notes that it will decrease the health of enemy planets within 4 jumps, provided they do not have a Genome Bank. However, as I was testing it, I noticed the health wasn't going down (this was an AI planet). In the theory of the building, is it simply supposed to be a part of the summation (if I hold my cursor over the health, it shows a net positive sum), or should it be an absolute decrease of 2, no matter what (when there is no Genome Bank, which there isn't).
2. Again, in the theory of the building, should it also be applicable to the other inhabited planets that are not part of another empire? Sort of a way to kill of the indigenous persons without having to 'step foot' onto the planet or so...
