I've just tested and connected to the server with my other ISP. The only issue it's a mobile ISP.

Did you try to contact your ISP and ask them why you can't reach freeorion-lt.dedyn.io?

There's also Oberlus. Although they delegated for me, i'm reasonably certain they have no agenda and would do what you need them to.
