Feature Request: Terraforming Colony

OK, here I go again. I hate planets going to waste and I even consider putting a
very sub standard Species on a planet instead of a better one to be a waste, so...

I would like a Terraforming Colony ship that puts one population on a planet.
This population can survive any habitat, but it cannot grow and produces no
Industry or Research points. It brings with it special survival gear plus all the
necessary equipment to start Terraforming the planet towards the Species ideal.
Maybe the only thing it could build is Terraforming.
Doable?

Just tossing out some quick ideas:

That might be already doable by scripting some additional content. A specialized variant of the standard Colony module ship part, the "Terraforming Colony Module" ship part, which has a colonization capacity of 1, and which creates a "Terraforming Colony Building" upon colonization (that's the part I'm very unsure about, don't know if that can be done currently without changes to the backend C++ code). That building would then ensure that the colonies max pop is at least 1 and prohibit building anything else than the terraforming buildings.

Once the max pop level is raised above 1 by whatever other effects, the building removes itself, and you can start building other stuff.
