Is there any point in those folders and its contents?

The code doesn't select anything depending on size.

Most graphic keywords within the fo-scripts refer to specials_huge, except all icons/specials_large/ancient_ruins.png within specials.txt and buildings.txt where a icons/specials_huge/ancient_ruins.png exists. Also there is a single icons/specials_large/icons/gaia.png where a icons/specials_huge/gaia.png variant exists. But those could be copy any paste errors.

Shouldn't they all point to specials_huge at least for the sake of consistency?
