You can find lots of free games on sourceforge:

Most games are in development, but they always have free downloads of their latest version of the game.

Look for TurboRisk in google. It's a free Risk game. And you can program your own AI and stuff.
moo2 style game

there's a brand new moo2 style game out there. apparently it's only out since a few days. it's called Space Civlizations (
http://www.spaceciv.com), and it does look pretty neat. I'm playing it now (server started yesterday), don't know yet what to expect, but what i have seen so far is looking really good!

Depending on how exacting your definition of Strategy games is, it might include OpenTTD (A Open Source Transport Tycoon Clone with loads of nifty extras).
