I think some sort of star base hull would be great to create an orbiting defense force in a system that can attack intruders (which means it has external slots for weapons), but can't move.

I suppose it could be split into an offensive category and a space travel category. I believe it could work that way. It's true that the ship category is huge.

I believe that infrastructure shouldn't matter much more than affecting the speed at which a planet's meters can change, adjust. More infra = faster meter adjustment.
