I tried to test it out but get error messages in universe generation. Did you pull also the prerequisite PR#2698 ? I think so. I downloaded the whole thing. That PR needs to be compiled. I thought that would be merged a month ago, but I did not emphasize it enough while we were in ramp down to 0.4....

Sly are definitly my favorite race for peaceful expansion. Why don't you play laenfa for peaceful expansion? I find them much stronger. More planets to colonize, better fuel, better population, phototropic population bonus, better intelligence, better stock pile using, better sience, better ships. ...

you can have currently only one kind of launched vessel (aka fighter) on board (i.e. only one of Fighter,Interceptor,Bomber,missile or torpedo). I like that. I have no problem with that limitation. Maybe we can change the 20% value for the RIS, to make it more competitive if deemed necessary.
