The previous game had tech 0.6; was it correct?
No, previous game had tech 1.2. You can check it in the save games.

I'm planning to start the test game next weekly test build published. The server will continue follow 0.4.10 release branch and its test builds. Changes from previous game: Better homeworld placement. Systems per player: 28. Galaxy shape: Ring. Galaxy age: Low. Tech cost: 140%. Production cost: 70%....

* no monsters, honeycomb, ruins no honeycomb, no ruins cant be set with vanilla freeorion (until somebody implements this). as a quickfix o01eg could maybe remove those specials from FOCS on galaxy generation It's better to change python universe generation script as it doesn't lead to desync FOCS ...

We can check empire for 3 states. Alive - empire meet all requirements to be alive, this way nothing happened with empire, and death flag is unset if it was set. I propose for an empire to be declared defeated and all its outposts being dropped when it loses all population.
