A planet will be shot at if it has either shields or defense remaining. Because targeting is not smart, multiple ships may shoot at it, despite only one shot being enough.

The actual situation: sent in the juggernauts without having a big fleet to back them. Lost all the carriers in order to ensure juggernaut survival on turn 139.

Turn 137: Got myself into quite a situation. Probably pushed too far south due to lack of AI activity and now have issues because of it. Lost that planet (Illum beta). Should have stopped with Piazzi beta as it is a gateway system and easier to keep one front secure rather than three. What saves me ...

Pretty much my approach in the 19th game, except that the industrialism switch happened much later.

Symbiotic hull was hands down the best hull in early/mid game, and with addition of the "design simplicity" policy also remains the best through to late game.

Right, so there is this <m_empire_diplomatic_statuses> tag in the compressed portion, and it has items like the following: <item> <first> <first>7</first> <second>6</second> </first> <second>0</second> </item> So, I changed that 0 to 1 for any item that did not have 1 in the inner pair (my team ID)....
