The problem with ship "units" - as in MOO3 - is that what you have is essentially one big ship. It's got yay many guns and can take yay much damage, but it's basically a ship you build on the fly out of other, little ships. Similarly if you have clouds of ShipA, backed by clouds of ShipB, ...
