Possible fan-mods in future?

Is there any chance that perhaps upon full release that their might be allowance for fan-made mods to be created, allowing the creation of extra content, such as 'Surface view' or other things?

Tougher site registration to prevent malicious intent.

I am unsure of the registration process to become a poster on the forums, as it has been over a year since I signed up. I am concerned with the recent posts made by either bots, or by morons who try and gain something for malicious purposes (out of targetting novice users, or generally naiive people...
