I wouldn't exactly call it out-of-style since there are constantly new tbs games hitting the market which are quite successful. Sure, FPS and MMOs have much wider player base but that does not mean there are no companies interested in creating tbs games..

for me, refinements are completely unrelated to upper-class techs bar for some theory tech prerequisite for further refinement like you mentioned but never a strict weapon type 1 mk3 equals weapon type 3 mk1 or something like that. They are just refinements giving either better damage values or less...
