I made it for three reasons.
1) It standardizes the versions of the libraries being used by everyone that uses it. 2) It decreases the amount of time it takes a new developer to get up and running. 3) It decreases the amount of time it takes an existing developer to set up a new development machine. (This one is most important to me personally.)
The reason 2 and 3 are not the same thing is that it is vastly more difficult to do it the first time, and you usually only need to do it once ... until you need to do it a second time.
