every tech should have a little summary i can read when i dont want to read the long text or i just dont understand it because of my bad english.

A tech should have such a description even it is just a tech who has no direct effect but is needed for other technologies, then shall stand there explicit that it has no effect but is a transit tech.

Can you give some examples of what this text might look like and where it would be displayed?

I imagine he would mean some text that is laid out as follows:

yes something like the first lines descripe what exactly the tech change in gameplay (as example a new available ship component)
And after that a long description about the story of the tech. some techs have only this long description now.
