Hm, that error message belongs to a mechanism I only recently implemented. The fact that older builds which don't have this feature implemented also fail and that it shouldn't interfere with universe generation (during which the server apparently crashes) anyway however makes it highly unlikely that this has anything to do with the problem at hand (of course, you never know... but I'll try other things first).
That said, it's still strange that this error message appears... can you attach the log files (freeorion.log, freeoriond.log and all AI_XX.log) after trying the setup Geoff suggested? I'm referring to this one:

It's very unlikely, but just to make sure: You aren't using any kind of antivirus software on your system, are you? If you do, can you try again with the antivirus disabled?
Do you have the build in firewall enabled? If yes, can you try again with the firewall disabled?
